Costs of Weapon Upgrades vary by Weapon and Upgrade stage. Weapon Upgrades can be rolled back for a full refund in materials but not Zenny only if the rollback does not go from High Rank materials to Low Rank materials. See Weapons for full lists of Upgrade Trees.
